JNR, Japanese National Railways was the national railway network of Japan between 1949 & 1987. The term Kokuyū Tetsudō meaning state-owned railway referred to the railway lines network operated by nationalized companies controlled by the Railway Institute following the nationalization in 1906 and 1907. Later, the Ministry of Railways & the Ministry of Transportation & Communications took control of the network. The ministries used the name JGR - Japanese Government Railways to refer their network. During World War II many JGR lines were dismantled to supply steel. JGR was reorganized into a state-owned public corporation the JNR in 1949. The JNR corporation enjoyed many successes. Between 1918 & 1926 at least 770 JNR Class 9600 steam locomotives were built. Because of the Japanese railway procurement policy the JNR 9600 was required to be produced by a Japanese manufacturer. The JNR Class 9600 was the 1st class of loco to evolve from this policy. The JNR Class 9600 steam locomotive was primarily used as a yard switcher & branchline road unit. The 2-8-0 JNR Steam locomotive was very reliable & a long time workhorse, Some JNR 9600 locos were still operating up until the middle of the 1970s, and some 9600 are in museums to this day. The 9600 type steam locomotive was the most frequently produced locomotive in the Taisho era & was also used on freight trains in the mountain districts. After the last 3 of the 9600 type locos were put to work in the Oiwake section in Hokkaido they retired in 1976 & were the last operating steam locomotives in Japan.
